한은, 연속 금리 인상 뒤 ‘숨 고르기’…11월·내년 인상 시사

한국은행 금융통화위원회가 22일 기준금리를 연 3.0%로 동결했다. 지난 7월과 8월 두 차례 연속 인상 후 숨을 고르는 모습이다. 다만 경제 성장세와 물가 오름세가 예상보다 강하다며 금리 인상 기조를 이어갈 방침은 명확히 했다. 시장에서는 오는 11월에 기준금리를 다시 올릴 것으로 내다보고 있다.
금통위는 이날 서울 중구 한은 본관에서 통화정책방향 회의를 열어 기준금리를 연 3.0%로 동결하기로 했다. 금통위원 7명의 만장일치였다. 미국(연 3.75~4.0%)과의 기준금리 차는 상단 기준 1.0%포인트를 유지했다.
금통위는 의결문에서 “중동 사태, 주요국 통화·재정정책 운용, 그리고 중간선거 이후 미국의 정책 변화 등과 관련한 불확실성이 높다”며 “기준금리를 유지하면서 두 차례 인상의 파급 영향을 점검할 필요가 있다”고 동결 이유를 설명했다.
신현송 한은 총재는 이번 동결을 “호미질의 결실”이라고 비유했다. “가래로 막을 것을 호미로 막는다”며 선제적으로 두 차례 연속 인상을 단행함으로써 미국의 9월 기준금리 인상이나 전 세계 국채금리 상승에도, 한국은 “시장에 쫓기듯 인상하지 않고 국내 여건에 맞게 정책을 펼 운신의 폭을 얻었다”는 자평이다.
다만 이번 ‘숨 고르기’ 후 추가 인상은 강하게 시사했다. 신 총재는 “성장세나 물가 오름세가 오히려 8월보다 더 강한 측면이 있기 때문에 지금의 긴축적 정책 기조를 계속 이어갈 필요가 있다”며 “물가가 우리 목표 수준(연 2% 상승)까지 안정적으로 수렴할 때까지 계속 대응하겠다”고 밝혔다.
금통위는 올해 경제성장률이 지난 8월 전망치(3.3%)를 ‘상당폭’ 상회할 것으로 예상했다. 앞서 이형일 부총리 겸 재정경제부 장관도 올해 성장률을 한은보다 높은 3.4~3.6%로 전망한 바 있다.
김성수 한화투자증권 연구원은 “한은이 과거 ‘상당폭’ 상향 조정을 시사했을 때 실제 조정폭은 0.4%포인트였다”고 말했다. 한은이 다음날 내놓을 수정 전망치에서 올해 경제성장률을 3%대 후반으로 높일 수 있다는 뜻이다.
금통위는 올해 소비자물가와 근원물가 상승률은 8월 전망치(각각 2.7%, 2.5%)에 대체로 부합하지만 내년에는 기존 전망치(2.3%, 2.5%)를 웃돌 것이라고 내다봤다. 물가를 선제적으로 잡으려는 생각이 강한 신 총재가 올해 마지막인 11월 통화정책방향 회의에서 기준금리를 한 차례 더 올릴 것이란 관측이 나오는 이유다.
신 총재는 “물가가 내후년에는 목표 수준에 다가갈 것으로 본다”고 말해 내년까지 금리 인상 사이클이 지속될 것임을 시사했다.
시장에서는 11월 기준금리 인상 가능성을 높게 본다. 김명실 iM증권 연구원은 “11월까지 확인되는 지표에서 물가 둔화가 충분하지 않다면, 11월에 기준금리를 3.25%로 올리고 내년 1분기 3.5%에 도달할 것”이라고 했다.
또한 신 총재는 현재 원·달러 환율 수준을 두고 “초여름의 고환율은 아주 예외적이고 비정상적이었다”며 “아직 실효환율을 기준으로 보면 원화는 예년보다 약세”라고 환율의 추가 하락을 예상했다.
신 총재는 정부의 확장적 재정 지출에 대해 “일시적인 재정 재원으로 지속적인 지출이 생긴다면 나중에 되돌리려고 할 때는 어려울 수 있다”고 지적했다. 석유 최고가격제를 두고도 “오래 지속될수록 가격구조에 왜곡이 생기고 재정에 문제가 생긴다”고 말했다.
신 총재의 이런 의견 표명은 한은이 정부를 견제해야 한다는 최근 국정감사에서의 지적을 반영한 것으로 풀이된다.
Alaska State Senator Cathy Giessel, a Republican who has played a leading role in legislative discussions over the North Slope liquefied natural gas (LNG) development project, warned that the actual cost of Alaska LNG could reach as much as $100 billion (approximately 132.5 trillion won).
Giessel, the Senate majority leader and chair of the Senate Resources Committee, said in a telephone interview with The Kyunghyang Daily News on October 14 that cost estimates presented by Glenfarne, the project’s developer, were “still too low.”
She also praised South Korea’s cautious approach to the proposed investment, saying it was “very wise” of the Korean government to seek more information and give the project further consideration.
The following is an edited transcript of the interview.
- How much confidence do you have in the cost estimates Glenfarne presented in June?
“The initial estimate was $40 billion to $45 billion. We’ve been trying to build this project for probably 40 or 50 years, so we knew that number was too low. When we pressed Glenfarne, they raised the number to $54.5 billion. But that’s still too low.
Even Governor Mike Dunleavy himself stated publicly that the project would probably cost $65 billion to $70 billion. That number would be realistic if the project were completed on time and there were no inflationary costs associated with it. That never happens with megaprojects.
When you actually start construction, with delays and increased costs due to inflation and shortages of materials, we expect the cost will be closer to $90 billion to $100 billion.”
- Taiwan has announced plans to invest up to $4.4 billion and purchase 6 million metric tons of LNG annually. Do you see this as a significant step toward making the project commercially viable?
“Although no final agreement has been signed, it is meaningful that Taiwan is willing to put a specific number next to its interest.
But Glenfarne has told the legislature that it needs to raise at least 70 percent of the project’s total cost from investors. $4.4 billion is a significant amount of money, but it falls far short of the investment needed.”
- Experts say Alaska LNG will struggle to compete on price with Canadian LNG and other suppliers.
“I agree with that assessment. Canada is now working to double the capacity of its LNG facility, and that expansion is being undertaken by large energy companies with the financial wherewithal to carry out a project of that scale.
Here in Alaska, we’re working with Glenfarne, a company that was virtually unknown to us until last year. People I’ve spoken with in the U.S. gas and LNG industry are skeptical that such a small company has the capacity to take on a project this size.”
- Does that mean the project could fail if Glenfarne cannot secure the necessary financing and the capacity to carry it out?
“Yes. That’s why we’re not putting all our eggs in the Glenfarne basket. We have to have other options.
Right now, the most urgent priority for Alaska is ensuring a reliable natural gas supply for our residents, rather than exporting LNG. Remember, we are an Arctic state. Heat and electricity are our lifeline.
That’s why we’re revisiting the idea of a smaller-diameter pipeline that would supply gas to Alaskans, separate from the large-scale LNG export project.
The cost of that standalone pipeline is estimated at about $15 billion to $17 billion. It’s not insignificant, but we’re aware that there are funding options for this alternative approach.”
Giessel also raised the possibility of using icebreaking LNG carriers built in South Korea as another alternative.
“Polar LNG, an American company, is proposing to export gas directly from the North Slope by ship instead of building this very expensive pipeline,” she said.
“I’ve been told that South Korean companies were building icebreaking LNG tankers for Russia’s Arctic projects, but those vessels were set aside after the war in Ukraine began and sanctions were imposed on Russia. One possibility would be for those ships to travel around Alaska’s coast, bring gas to Cook Inlet for domestic use, and then transport gas directly from the North Slope to South Korea.”
The vessels Giessel referred to appear to be Arc7-class icebreaking LNG carriers built by Hanwha Ocean for Russian Arctic LNG projects.
The Trump administration has temporarily waived certain requirements of the Jones Act for oil and natural gas shipments amid soaring energy prices caused by the war with Iran.
The Jones Act generally requires vessels transporting goods between U.S. ports to be U.S.-built and U.S.-owned. However, the temporary waiver does not guarantee the long-term exemptions that would be needed for an LNG transportation operation lasting several decades.
- What steps do you expect the newly constituted Alaska Senate to take on the LNG project after the midterm elections?
“We’ve been told that the Alaska Gasline Development Corporation (AGDC) will bring another tax abatement proposal to the legislature for review. But I don’t expect a significant change in the Senate’s membership after the election. And the fact remains that we have not seen realistic cost estimates from Glenfarne. Nothing has changed. So I don’t foresee the Alaska Senate’s position changing very much.”
- What would you say to the South Korean government and public, who are concerned about the financial risks of such a large investment?
“When President Trump spoke as though South Korea had already committed to investing in Alaska LNG, I really appreciated the almost immediate response from the Korean government saying, ‘Hold on, we never said that.’ If Korea were to make an investment of that size, it would be paying for most of the project. In my opinion, the Korean government should have some control over how the project is conducted, ensure that it is being managed properly, have oversight, and secure seats on the project’s board of directors. I appreciate and think it is very wise of the Korean government to seek more information and give the project further consideration.”
